I think it's what anyone with the capacity for logical thought has known all along - obviously that excludes local authorities and the police. Nice to see gather some proper evidence and publish it though.
In particular, Surrey police waste considerable resources; their laser van is almost a permanent fixture on the Leatherhead-Capel section of the A24. Knowing it's going to be there I like to go past it at 35mph (50 limit) just so they know that I know!

It's just another form of Taxation. The trouble is everyone knows including the government, who think we're to thick to realise what's really going on.
