    Fuel supply to Carburettors

My Sportster has a BMW M30 2.5l unit with 3 40 DCOE carbs. I get a strong petrol smell most of the time, but perhaps this is normal with these carbs. Also, I get coughing and spluttering at low revs, and perhaps some 'strangling' when I open up.
I have a fuel regulator fitted (Facet Purolator I think) which is adjustable. Currently it is set on 3, but I'm not sure what the dial actually does. The user guide is useless. I could play around with it, but wondered if anyone had experience of this?
