    As I approach the final stages of my Cabrio build, my thoughts turned to the impending IVA test, and beyond to registration.

    To my horror the latest rules on registration mean that any kit which provides a new chassis as part of the kit, which is not the same as the original donor, will now only qualify for a Q plate, (unless it is built from all new parts, with one reconditioned item allowed).

    Gone are the rules that if enough qualifying parts are used the original donors V5 registration could be used to gain a non Q plate.

    This means all future Marlins, unless fitted with all new parts, will be registered on a Q plate.

    I am seriously p'd off!

    Please tell me I am wrong!!

    When did this change?

    Is there anyway that "a new chassis or monocoque bodyshell of the same specification as the original" could be interpreted as meaning a new Marlin chassis being of the same specification as a Sierra chassis, or BMW 3 series chassis?
    I do not read it that way, but would like to believe it may be possible.

    I was not aware of this change nor seen any mention of this in any kit car magazines?

    'Kitcars' as we refer to them, are known to the DVLA as 'radically altered vehicles' and I was going to refer you to a leaflet called 'INF26' but that appears to have been changed as well.

    I suggest you call the DVLA and ask for clarification.

      The INF 26 document Peter has highlighted now states Marlin type kits are classed as "Section 5 Kit Conversions"

      and states quote:




      5. Kit Conversions
      This is where a kit of new parts is added to an existing
      vehicle, or old parts are added to a kit of a manufactured
      body, chassis or monocoque bodyshell. The general
      appearance of the vehicle will change and result in
      a different description being put on the Registration
      Certificate (V5C).
      A vehicle will keep the registration number of the original
      vehicle if the original unaltered chassis/monocoque
      bodyshell has been used along with two other major
      components from the original vehicle.
      If a new monocoque bodyshell or chassis from a specialist
      kit manufacturer (or an altered chassis or bodyshell
      from an existing vehicle) is used with two original major
      components from the donor vehicle, a replacement
      registration number will be issued based on the age of the
      donor vehicle.
      The vehicle must have IVA, SVA or MSVA.
      The date of manufacture for the vehicle will be taken from
      the IVA, SVA or MSVA certificate.
      Where insufficient parts from a donor vehicle are used or
      in cases where the original registration is unknown IVA/
      SVA/MSVA will be required to register the vehicle and a
      'Q' prefix registration number will be allocated.

      So, it appears the rules have not changed overnight, but the classification has!

      Moral of the story for me is "Get your car finished and registered before they do change the rules!!"

        That new GOV.UK website is certainly very misleading and has oversimplified the options and classifications.
        It also does not refer to INF26 which is a big omission!

        The next big question is who will do the registration check when the local DVLA offices close down!
        Common sense says that VOSA should do it as part of the IVA but I doubt if anyone will have any common sense

          Just as a note when I registered my Cabrio back in 2009, with its IVA certificate the DVLA inspector initally insisted that I should have a Q plate despite my providing a load of documentary evidence to prove it used a single donor. In the end I had to get him to look at DVLAs own web site to agree to issue an age related plate.
          His parting comment was that whatever the rules were he thought all kit cars should have Q plates!
          So when you go for inspection at DVLA make sure you have all the evidence you can gather, and make sure you can point to the appropriate documents to prove your case.

          To show how joined up VOSA and DVLA are in terms of inspecting your cars, you can drive your untaxed, unregistered car to the IVA test if you have insurance, but you must take it on a trailer to DVLA for inspection.

          I assume if the DVLA local offices disappear you will have to trailer your car to Swansea

              Important Note

              Due to the confusion the Gov.UK Guidance document creates for the registration of kit cars, I contacted Ian Stent, Editor of Complete Kit cars, for his input. In turn he used his contacts at the press Office within DVLA for their views.

              This is the reply he has forwarded to me this morning:

              Hi Mike
              Had a very quick response from the DVLA, which confirms Age-related plates are still current policy.

              For anyone registering a car in the next few months this confirmation could be critical, as the Government currently has 2 documents on its web sites which conflict on the registration rules for a Marlin type kit car. The above statement received from DVLA confirms INF26 is the current policy, and allows us to gain an age related registration.
