On a web site today I've read that a marine bilge fan can be used to suck heat from the top of an engine bay and blow it down and out.
Quick look on eBay for bilge fan / blower shows they aren't very expensive - starting at sub £20.
Might be worth considering experimenting if you have a car that suffers from underbonnet heat build up.
