Found the constructor/builder had used normal-headed bolts in the vertical plate just in front of the rack boot 'outlet'.
The projecting heads of the bolts fouled the rubber rack boots and tore them ... so a PO used black silicone to 'repair'...
I countersunk the holes (plate is quite thick) - fitted countersunk-headed Allen bolts - and replaced both boots.
