Interesting Roadster on Gumtree

Interesting Roadster on Gumtree. Seller claims it's Rover based? Looks like an Ital engine to me (O series) but fuel injected perhaps?

Interior by Ercol by the looks of it. Its a concept that hasn't aged well.
